Following to our conversation within the
" Paragraph
16.1.3 contains the standing order for port State tracking. If the distance from
a port is used, then the information from section 11.2.6 must be used in
conjunction with this standing order. Although this is a standing order, a Notice of Arrival (NOA) must still be
transmitted by the Contracting Government through its Data Centre to the
destination Data Centre. The information contained in the standing
order should include, but is not limited to, the following: ship name,
About the access to information as a Port State , as far
as you know a Port State request is always triggered by a Notice of
Arrival but who is
responsible for sending the NOA and how? and who will be responsible for
confirming access to the information ? Is there any unique format for NOA in the
LRIT system?
For your information currently the format of
NOA are different around the world and being issued by the agent of ships to the
destination port which the contracting government doesn't have any information
about the ship destination .
