Do you have a project that needs funding, is noncommercial in nature,
and benefits the Internet community within the ARIN service region?
Apply now for a 2025 ARIN Community Grant.
2025 Grant Application: https://www.arin.net/applyforgrants
The ARIN Community Grant Program provides financial grants in support of
operational and research projects that improve the overall Internet
industry and user environment, advancing ARIN’s mission and broadly
benefiting the ARIN community within our region. Projects must fit into
one or more of these four broad categories:
- Internet technical improvements that promote and facilitate the
expansion, development, and growth of the infrastructure of the Internet
consistent with the public interest
- Registry processes and technology improvements that help maintain a
globally consistent and highly usable Internet number registry system
- Informational outreach that advances the Internet on topics such as,
but not limited to, IPv6 deployment, Internet research, and Internet
governance
- Research related to ARIN’s mission and operations
For 2025, the ARIN Board of Trustees has approved a total expenditure of
up to US$50,000 for grants of varying amounts, from $1,000 to $20,000,
based on project need. We invite you to learn more about ARIN’s
Community Grant Program and to find the link to the application form at:
https://www.arin.net/grants.
The call for applications is open now through 18 June 2025. Applicants
should clearly demonstrate how their projects meet eligibility
guidelines and selection criteria in the application form to improve
chances of selection.
ARIN looks forward to funding important projects through the ARIN
Community Grant Program in 2025.

by Marita Moll
Hi Advisors. As you know I am on the steering committee the Canadian
Internet Governance Forum. The community is asked to submit topics for
discussion at this year's meeting (Nov. 13). The link below opens a
google.doc form with some topic suggestions. You are asked to indicate
your interest. It would be great to have some input from our community.
Let me know if this form doesn't work for you. And if you would like to
share your ideas with me, it give me a better idea of where our
communities interests lie as well

TC members participate on UA days
by Marita Moll
Hello advisors. TC members Adrian Schmidt and Mildred Weiss participated
in the ICANN organized Universal Acceptance (UA) day held on March 28.
What is this?
UA Day is opportunity to rally local, regional, and global communities
and organizations to spread Universal Acceptance (UA) awareness and to
encourage UA adoption with key stakeholders. UA is a technical
requirement that ensures all valid domain names and email addresses,
regardless of script, language, or character length, can be equally used
by all Internet-enabled applications, devices, and systems. (UA Day -
Universal Acceptance Steering Group (UASG) <https://uasg.tech/ua-day/>.
Below you find a summary of their presentations. Mildred presented on
the subject of challenges and opportunities in revitalizing the Plains
Cree language (nêhiyawêwin) in Alberta, Canada, particularly through the
lens of Universal Acceptance. Adrian focused on the status of Universal
Acceptance (UA) implementation, particularly in Latin America and
Argentina. (I did not attach Spanish powerpoints mentioned. Will sent to
anyone interested in these)
Thanks to both of you for taking part in this opportunity and sharing
your experiences with other communities.

Summary of PowerPoint Presentations
Presentation 1: Universal Acceptance and Plains Cree Language
Revitalization in Alberta, Canada
/By Mildred Weiss, April 4, 2025/
This presentation focuses on the challenges and opportunities in
revitalizing the Plains Cree language (nêhiyawêwin) in Alberta, Canada,
particularly through the lens of Universal Acceptance.
Key Points:
*
*Indigenous Context*: Alberta is home to 48 indigenous communities
organized under Treaty 6 (1876), Treaty 7 (1877), and Treaty 8
(1899), with multiple indigenous languages, including Cree,
Blackfoot, Saulteaux, Dene, Beaver, Chipewyan, and Stoney/Nakoda.
*
*Maskwacîs Community*: Located 70km south of Edmonton, this
Indigenous community comprises four nations: Samson, Ermineskin,
Louis Bull, and Montana.
*
*Plains Cree Language Characteristics*:
o 10 consonants and 7 vowels (3 short, 4 long)
o Polysynthetic language with complex verbal structures
*
*Educational Initiatives*: The Mamawi Atosketan School ("Working
Together") promotes Plains Cree language use in homes and schools,
offering education to Maskwacîs tribes.
*
*Challenges*:
o Educational: Limited resources, intergenerational gaps, dialect
variations, complex grammar, and limited class time
o Technical: Special characters, font compatibility, syllabic
support, lack of standardization, and software limitations
o Infrastructure: No physical keyboards, few virtual keyboards,
and limited educational applications
*
*Current Solutions*:
o Resources: Audio recordings, dictionaries, virtual keyboards,
videos, and online graphic resources
o Community initiatives: Elder-led language immersion programs,
integration of language tools with modern technology platforms,
and growing recognition in curricula
*
*Future Plans*: Development of educational applications and
technical tools, implementation of Universal Acceptance principles
for indigenous language representation online, particularly through
diacritics in domain names.
Presentation 2: The State of Universal Acceptance
/By Adrian Schmidt, April 4, 2025/
This presentation examines the status of Universal Acceptance (UA)
implementation, particularly in Latin America and Argentina.
Key Points:
*
*Universal Acceptance Background*: A steering group has been active
since February 2015, addressing particular challenges in Latin
America due to linguistic diversity and the digital divide.
*
*LACRALO Activities*:
o Working group on Multilingualism and IDNs (Internationalized
Domain Names) since 2019
o Led by Sylvia Herlein (Argentina) and Gerardo Martinez Hernandez
(Mexico)
*
*Regional Coordination*: LACTLD (Latin American and Caribbean TLD
Association) helps coordinate between ccTLDs (country code Top-Level
Domains), fostering regional cooperation on UA standards.
*
*Implementation in Argentina*:
o nic.ar <http://nic.ar> has implemented special characters (ñ, ç,
accents) for domain names
o Progress includes technical implementation, partial technical
support on government sites, individual efforts, academic
initiatives, and university training
*
*Challenges in Argentina*:
o Lack of unified public policy
o Dependency on individual willingness
o Insufficient investment
o Inadequate inclusion of native peoples (Guarani/Mapuche)
o Digital divide
*
*Next Steps*:
o Expanding educational initiatives from awareness to technical
training
o Updating the 2020 regional study and compatibility evaluations
o Increasing collaboration between government, academia, private
sector, and civil society
o Focusing on Indigenous languages (economic viability)
*
*Resources*: Portal AU Argentina, tool repository, community
support, and technical assistance.

I hope this helps!

Good morning and greetings from Germany. UA days was not on my
agenda as
I was traveling that day. It is great to hear that both you and Mildred
made presentations and, yes, it would be great if you would share your
findings with the rest of this group.
And that way I can record it as an outreach activity by members of our
group.🙂
Looking forward to your post.

5 point plan for WSIS+20 review
by Marita Moll
Hi again. Here is the final version of the multistakeholder letter we
signed asking for an inclusive WSIS+20 review. We are #100 of 111
organizational signatures. The last one is the Youth Internet Governance
Forum of Canada which is also participant in the informal discussions
with the Can. government re: our position in the WSIS talks.

improvements to website
by Marita Moll
Hi all. For any occasional visitors, our website has been showing a lot
more activity than usual with our responses to WSIS+20 questionnaires.
Now, under the TC activity menu, in addition to the one newsletter we
did during the pandemic, we also have the President's Reports for the
last three years. Anyone interested will see that we are actually pretty
active in various fora. https://www.tc.ca/tcactivity/
Also, please note that, when sending e-mail to this group, we still need
to use both tc.ca list and the ncf.ca list as shown above. At the
moment, there are still issues with the tc.ca list which is not
accepting all addresses (sigh).

Re: [Advisors] Expert Views on the Impact of AI on the Essence of Being Human
by Marita Moll
Hi advisore. Sorry for the time it took to reply. I have been traveling.
Congratulations Garth, this is definitely a feather in your cap. Lots of
excellent reading on this topic in this extensive collection. I do
encourage all to take a quick look at some of the summary info. Editors
did some quantitative surveys among authors about potential impacts
which does skew towards negative in many categories.
Re: Garth's quote below about potential impact of large tech companies:
In focusing their attention on AI’s essence as a consumer artifact, their development of agency in AI risks making agency serve corporate ends and therefore become parasitic and dehumanizing. ...
Right. This was exactly the battle in early days of the Internet as
activists looked for ways to avoid the Internet as consumer artifact.
Battle lost, unfortunately, to these same corporate titans who are now
developing AI. AI has taken a back seat at the moment to what is
happening politically. I am wondering which of these developments will
have a larger impact.

How might the expanding interactions between humans and AI affect what many people view today as ‘core human traits and behaviors’?” Of over 300 responses, nearly 200 of the experts wrote full-length essay responses to that qualitative query. Their insights are featured on 228 pages of the report directly following the introductory sections. My essay is included in Part I, where the authors here focused mostly on how individuals’ native operating systems might change.

The world’s largest tech companies are fixated on AI as a commercial product. In focusing their attention on AI’s essence as a consumer artifact, their development of agency in AI risks making agency serve corporate ends and therefore become parasitic and dehumanizing. ... When we can act collaboratively with a trusted AI simulation of our self, we will be experiencing extended cognition with joint responsibility for collective action. Agency without responsibility is malignant. We prompt and inform our AI and our AI prompts and informs us. Having the individual, not corporations, in control of action is the key to remaining human as extended consciousness reframes our realities.” - Garth Graham,
